So: F = (200 kg + 70 kg) * 4 m/s² = 270 kg* 4m/s² = 1080 N

Who statistically has the most accidents?
An inexperienced scooter rider, or bikers on bigger, faster machines?
The easy answer for that is to look at insurance rates.
Insurance rates are set by how much risk the company issuing the policy feels they are at. Given the cost of the machine, the age of the ride, the sex of the rider, the martial status of the rider, the driving record of the rider, and what the machine is they charge what they believe is enough money to cover their costs for medical and mechanical repairs for the small percent of the insured base that will be involved in an accident.
So using that information we can see exactly what they care about.
Age of the rider is huge: Younger people have much higher rates, and teenagers are the highest rates because they are both young, inexperienced, and are seen as taking chances.
Sex: Boys are more likely to have an accident than girls. We just take more chances on average.
Martial Status: Insurance companies believe that once you get married you are concerned about your partner. Therefore you are less likely to take chances. Accident statistics prove that out as well. Single people have a higher percentage of accidents.
Driving Record: If you have been caught speeding, then chances are you do it a lot. Anything more than speeding and plan to pay an arm and a leg.
Finally, machine type: Sports cars and bikes are far more likely to be involved in an accident than other vehicles. It is partly the type of person that is drawn to the vehicle and partly the fact that the vehicle just has far more power than most others on the road. People that are not looking to play with that power tend not to buy those types of vehicles. Conversely, if you are a power freak you look at those vehicles first.
So in general, scooter riders are a lower risk than any vehicle that requires shifting gears. Everything else still plays into the equation, but insurance companies can get away with much lower costs because scooters do not go that fast so damages (medical and mechanical) are typically low in an accident, the vehicle itself is cheap compared to others, and they are restricted to where they can be driven so no one is concerned about 500 mile trips at highway speeds.
A scooter is a good start for a 16 yr old driver. Enjoy.
